CHILD DEVELOPMENT CENTRE

The Child Development Centre will operate on the basis of the Sopilochka pre-school educational institution No. 16 to provide children from the city and surrounding areas with various forms of education and recreation. The total number of children to be covered is 360.
The facility will create a powerful physical culture and recreational environment. Its main facilities are a gym, a sports ground, and a swimming pool. In order to achieve these goals, it is necessary to carry out:
- overhaul of playgrounds and sports grounds;
- ongoing repair of the gym and purchase of sports equipment;
- overhaul of the swimming pool;
- maintenance of premises, purchase of modern equipment and furniture;
- overhaul of the shelter;
- overhaul of fire and burglar alarms;
- ensuring the integrity of the fence for the safety of participants in the educational process.

A SCHOOL WHERE YOU WANT TO STUDY

The project will be implemented on the basis of the Enerhodar Multidisciplinary Academic Lyceum, which will cover 1,100 people. The new Ukrainian school envisages changes in key approaches to the educational process. We are moving away from the old and outdated. The newest school is ahead! To do this, we are creating a modern educational space as a necessary component of ensuring a high-quality educational process that will meet modern requirements. Digitalisation will permeate the entire institution and will become large-scale. To implement the tasks, it is necessary to carry out: - major repairs of the facade; - current repairs of premises and purchase of modern equipment; - major repairs of the protective structure of the institution; - major repairs of fire and security alarms and the integrity of the fence for the safety of participants in the educational process; - major repairs of the sports stadium.

RESTORE THE ADMINISTRATIVE SERVICE CENTRE

The Administrative Service Centre (ASC) is an important institution for improving the quality of life of residents and sustainable development of the city's economy, as citizens can receive a large number of administrative services by visiting only one institution.
Prior to the occupation, the ASC provided 196 administrative services and served not only the city of Enerhodar, but also residents of neighbouring communities for almost 50,000 people.

The re-opening of the ASC is an important step in establishing sustainable life in the city after its de-occupation, allowing citizens to renew necessary documents and receive other administrative services and social benefits and subsidies. Access to basic public services is fundamental for individuals and businesses to recover from the impact of the war.To reopen the ASC, it is necessary to carry out repair and construction works and provide its staff with the equipment necessary to provide administrative services.

A COMPLEX FOR SORTING AND PROCESSING SOLID HOUSEHOLD WASTE, CONSTRUCTION WASTE, WOOD AND WORN-OUT TYRES

Given the rapidly growing volume of waste and environmental pollution, the issue of efficient use of resources and waste recycling is very important. Waste recycling has a significant positive impact on the ecology and the natural environment, helping to conserve resources, reduce emissions, create new jobs and raise environmental awareness.
In the city of Enerhodar it is used an old waste management system that only ensures the collection and accumulation of solid waste at the landfill, which has a negative impact on the city's environment. The project will build a new semi-automatic sorting line for separately collected solid waste with a capacity of 30,000 tonnes per year. This line will process and send for recycling 60-70% of the city's waste, including paper, glass, plastic, metal, construction materials, wood and tyres. It is planned to use a portion of the waste that cannot be recycled into RDF fuel as a source of renewable energy.

YOUTH HUB AND COORDINATION CENTRE FOR MILITARY AND PATRIOTIC EDUCATION

The establishment of Ukrainian statehood, the building of civil society, and Ukraine's integration into the global and European community involve a focus on the human being. Therefore, it is planned to organise the work of the city's Coordination Centre for National and Patriotic Education and the Youth Hub for 3,445 pupils. To do this, it is necessary to create a centre for practical work with children, a European-style space that will be essentially a centre for practical work with students
In today's environment, with the rise of modern threats and challenges, national and patriotic education is an important security factor, as the main goal for the younger generation is to train and educate selfless citizens, conscious defenders of the Motherland.
In order to achieve these goals, it is necessary to carry out:
- ongoing repair of premises and purchase of equipment for the Youth Hub and the Coordination Centre for Military and Patriotic Education.

HAPPY NATION - THE PROJECT CENTRE FOR PSYCHOLOGICAL SUPPORT AND MENTAL HEALTH

The war launched by the russian federation against Ukraine has a significant negative impact on the psychological state of children and their parents, which inherently affects the ability and desire to acquire new knowledge and participate in educational processes.
Therefore, today, children, their parents and teachers need psychological support and assistance to cope with the stress and other difficulties of the war. Not everyone recognises that they need help right away, but the full-scale invasion has already changed each of us.
To solve the above problems, the community plans to ensure the operation of the HAPPY NATION - Centre for Psychological Support and Mental Health, which will help establish close ties between participants in the educational process, provide counselling, psychological support and training in stress relief, first aid, as well as conduct remedial classes with students, their parents and teachers.
This centre will be located in the premises of the kindergarten No. 5 and will cover about 5,000 children and adults in the city.
In order to achieve these goals, it is necessary to carry out:
- ongoing repair of premises and purchase of equipment and facilities.

INVESTMENT ATTRACTIVENESS

While maintaining its energy focus, Enerhodar can actively develop other sectors of the economy, which will create ample opportunities for investors after the city's de-occupation. The availability of vacant industrial premises, land plots and real estate makes it possible to develop new types of activities in the city.

  • During 2008-2021, the credit rating of Enerhodar was one of the highest among Ukrainian cities. In 2021, the city's rating was upgraded to uaAA+, with a stable outlook.

  • In 2021, the investment attractiveness grade of Enerhodar was determined at uaINV4 (high grade).

Around the city of Enerhodar, there are villages with strong agricultural potential. Thanks to this, the city has a unique opportunity to become a powerful logistics hub or agricultural processing centre.

MECHANISMS FOR RATIONAL MANAGEMENT OF COMMUNITY LAND RESOURCES AND INVESTMENT ATTRACTION:

    Technical documentation on the normative monetary valuation of land in Enerhodar was approved
    The Programme for the Development of Land Relations in the City of Enerhodar for 2021-2025 was developed and approved.
    An investment passport of the community has been developed, which indicates vacant land plots of communal property, areas and objects on the balance sheet of private and state-owned enterprises.

RESIDENT - YOUTH BUSINESS CONSULTING CENTRE

Parners: International Technical Assistance Project «Partnership for Local Economic Development and Democratic Governance» (PLEDDG).
Project objectives – stimulating the development of youth entrepreneurship and start-up culture among students and young people in the city.

It was designed a creative workspace, implemented the Starter entrepreneurship programme, organised a cyber club, and opened the RoboCode school for robotics and programming.

YOU ARE NOT ALONE PROJECT

Partners: Canadian Foundation for Local Initiatives, U-LEAD with Europe Programme.
Project objective –
helping the city's most-at-risk residents (single people, people with disabilities, families in difficult life circumstances). The project included the creation of a multi-channel call centre for people in need of assistance, the development of the City in Your Pocket mobile application, the rental of bicycles to allow volunteers to move around the city more quickly, and training sessions for them, etc. More than 300 families received assistance, including during the quarantine caused by the COVID-19 coronavirus infection.

As part of the project:
Unified office – the administrative service centre received new modern premises, new furniture and office equipment, and expanded the range of services for the public..
The project was implemented before the full-scale invasion of Ukraine by the russian federation. After the occupation of the city, the ASC premises were damaged and the equipment was looted.

MAIN OBJECTIVES:

    Restore the operation of the city's utilities, social and healthcare institutions, and provide them with the necessary material and technical resources;
    Establishment of a recovery fund for Enerhodar;
    Ensure cooperation with neighbouring communities to consolidate resources to address pressing issues;
    Effective implementation of energy-saving technologies, attraction of investments and credit resources, international technical assistance and donor organisations aimed at saving energy resources in all spheres of the city's life;
    Promote the opening of higher and vocational education institutions to train energy specialists;
    Attracting investment in the construction of a bridge across the Kakhovka reservoir and the creation of an industrial park;
    Providing preferences for businesses in the area of the nuclear power plant;
    Introducing mechanisms for financial and credit support for small and medium-sized businesses;
    Establishment of twinning relations in the areas of municipal governance, education, culture, sports, and joint projects.

INDUSTRY

Before the full-scale invasion and occupation, energy was the strategic sector of the Enerhodar community's economy. Enerhodar is known for Zaporizhzhia NPP and Zaporizhzhia TPP, two energy giants that produced more than 25% of Ukraine's electricity.

The Zaporizhzhia NPP of SE NNEGC Energoatom has 6 power units with a total capacity of 6000 MW. In 2021, the volume of electricity generated was 36.1 billion kWh. Before the occupation of the city, the company employed 11,226 people. The share of revenues to the general fund of the city budget reached 68.9%.
