RENEWAL OF THE SYSTEMS OF WATER SUPPLY AND DRAINAGE

The project objectives: to restore underground drinking water intakes, water pumping stations, administrative buildings, water distribution networks and supply consumers with drinking water. Construction of modern sewage treatment facilities to treat domestic wastewater and improve the environmental situation in the community. Providing consumers with high quality drinking water.
The project envisages the organisation of a modern production facility for the extraction and bottling of drinking water into PET bottles.

AGRICALTURAL PROCCESED HUB

Project objective: through the introduction of grain and industrial crops processing, 12 agricultural businesses will receive added value for their products and expand their markets.
The sale of processed products solves the problem of providing food for the community and neighbouring communities, creating opportunities for sustainable rural development, which ensures the growth, diversification and efficiency of the rural economy, stabilising the population in the post-war period, and creating at least 40 new jobs.

RESTORATION OF THE NATIONAL PARK - «KREMINNA FORESTS»

The project objectives:● renovation and preservation of biological and landscape diversity;
● creating of natural complexes, land and water resources, formation of the national eco-networks for preserving historical and cultural values and natural heritage;
● recovery of degraded habitats and ecosystems, 52,058 tree seedlings will be planted, and sustainable protection and conservation of rare and endangered species will be ensured, including by improving water quality of rivers and lakes;
● improvement of ecological balance after the dimining.

RECONSTRUCTION, REBUILDING AND RENOVATION OF THE CRITICAL TRANSPORT INFRASTRUCTURE

Project objectives: to restore the functionality of the community's critical transport infrastructure, repair damaged roads, bridges, street lighting lines, ensuring safe and efficient transport links for 21,968 residents, businesses and 1,211 small and medium-sized enterprises and visitors to the community.

The project will improve connectivity inside and outside the community, facilitating the displacement of people from nearby communities and the entire Luhansk region, which is about 500,000 people. Residents will have enhanced access to the main services, schools, healthcare facilities and job opportunities, to support social integration and economic development.

A COMPLEX FOR ECOLOGICAL RECYCLING OF CONSTRUCTION WASTE AND FURTHER PRODUCTION OF BUILDING MATERIALS

Through the implementation of this project, the Kreminna community will be able to receive and purchase specialised equipment and machinery for the relevant works, and a jaw industrial crusher for crushing concrete into fractions, a sorting line for solid waste, a concrete mixing unit and a cement storage silo will be installed and tested.

The company will employ 25 people and provide services to 21,968 residents of the community. The process of dismantling the destroyed and damaged infrastructure has been organised with the involvement of representatives of the State Emergency Service and the police.

RENEWAL OF THE MUNICIPAL MACHINERY FLEET

The objective of the project is to purchase municipal equipment to ensure comprehensive maintenance of the community territory and provide services to residents. The equipment will be used to eliminate the consequences of the destruction, remove debris, restore the work of the housing and communal services sector, maintain amenities, provide administrative and social services, ensure a sustainable educational process, and transport community residents.

RECONSTRUCTION OF MEDICAL, RECRIATIONAL AND SPORT INFRASTRUCTURE OF THE KREMINNA COMMUNITY

Competitive advantage of recreational complex is the absence of the similar facilities nearby.
It should also be noted that next to the Kreminna community, there are communities that also lack such facilities. Buildings No. 1 and No. 2 will also be used as a social hotel, which will be equipped with everything necessary, including accommodation for people with disabilities.

Recreational complex will provide the full range of medical, health-improving services and sport rehabilitation.

PRIORITIES OF INTERNATIONAL COOPERATION

Due to the war, the economy of the Kreminna community suffered significant losses: infrastructure was destroyed, material assets were damaged or destroyed, and the main part of human potential, the labour force, was lost. All of this makes it necessary to develop new approaches to restoring the local economy - it is important to mobilise efforts in the community and reorient post-war work towards economic recovery, and further intensify local economic development.

Prior to the armed aggression of the Russian Federation, the local economy was represented by traditional sectors, such as mining and manufacturing, and the agricultural sector.

    Mining industry:
    - production of natural gas and condensate;
    - wood processing and manufacturing of wood production.
    Food industry:
    - beer and drinking water production;
    - dairy production.
    Mechanical engineering
    - manufacturing of heat exchange units, metal products;
    - manufacturing of modern equipment (it is produced only in Ukraine) for cleaning and calibration of grain (the enterprise had been relocated, it carries out activities).
    Manufacturing of readymade metal products – manufacturing of technological equipment (press moulds, moulds and stamps).
    Small business ant the beginning of 2023: the number of operating business entities was more than 1 211.

    Arable land accounts for about 60% of the total agricultural land area. The area under cultivation is mainly used for grain, corn and sunflower.

INVESTMENT ATRACTIVENESS

In December 2021, a Transparent Office was opened on the basis of the Investment Policy Department, which comprehensively addressed the issue of attracting investment, and the head of the Kreminna City Military Administration is currently vested with such authority under the law on martial law.

MECHANISMS FOR RATIONAL MANAGEMENT OF COMMUNITY LAND RESOURCES AND INVESTMENT ATTRACTION:

    Search for vacant state-owned, municipal and private land plots for investment projects;
    Analyse and create a register of community land plots that have infrastructure and are suitable for investment projects
    Establish economically justified land tax and rent rates

GAS CONDENSATE DEPOSITE

The Yevheniivske gas and condensate field was discovered, with a balance sheet gas reserve of 886 million cubic metres and gas condensate of 8 million cubic metres. Licensed gas production is carried out by Ukrgasvydobuvannya PJSC.

DEPOSITS OF BUILDING MATERIALS

Construction sand with balance sheet reserves of 16.1 million cubic metres; Brick and tile raw materials with balance sheet reserves of 1.4 million cubic metres of clay and 0.3 million m3 of sand. Deposits of building chalk with a reserve of 10.1 million tonnes.

BURNT WASTE HEAPS

After the liquidation of the Kreminna mine, 4 waste heaps with a total weight of 16.56 thousand tonnes covering 32.9 hectares remained. They have high microporosity and adsorption activity, making them good fillers for mastics and raw materials for the construction of sidewalks and roads, and as aggregates in conventional concrete.

OVERHAUL OF THE MOTORWAY BRIDGE

Partners: United Nations Development Programme (UNDP) Economic and Social Recovery of Donbas, which is funded by the Government of Japan.

Goal: restore economic infrastructure

Three-layer asphalt concrete pavement, polyurethane coating with quartz sand on sidewalks, metal barrier fences with reflective elements, lighting poles and railings were installed, and the poles were repaired.

The building of the Kreminna pumping station was repaired, the pumping unit was replaced, and a 3-core 10,000V cable with a length of 2,700 m was replaced.

- 49.7 km of the city's main water supply networks were replaced; 131 boreholes were installed; 32 hydrants were installed.
- 4 pumps were purchased; a hypochlorite production unit was installed; a control cabinet with soft start and frequency control for maintaining system pressure was installed;
- Sidewalks and roads that were damaged during the reconstruction of the water supply system were restored.

ENERGY SAVING PROJECT – LASTIVKA PRESCHOOL EDUCATIONAL INSTITUTION

Goal: holding of energy efficient events in a kindergarten

An individual weather-dependent control system was installed in the gas boiler room, windows and doors were replaced, and a range of insulation measures were carried out.

Goal: Supporting of Decentralisation reform

The premises were overhauled, equipment and furniture were purchased. It is equipped with modern equipment for issuing passports of Ukrainian citizens and for travelling abroad in the form of ID cards.
Mobile case for servicing residents at home. The process of receiving citizens in the Administrative Services Centres was automated with help of digital queue, and the register of the Kreminna Territorial Community was implemented.

STRENGTHENING THE CAPACITY FOR EFFICIENCY AND TRANSPARENCY OF LOCAL SELF-GOVERNMENT BODIES

Partners: Promoting the development of local democracy in Ukraine programme supported by the Council of Europe.

Goal: Strengthening the capacity for efficiency and transparency of local government through the involvement of young people in the work of the Kreminna City Hall and Decentralisation reform. Supporting the Decentralisation reform.

Youth were trained and participated in the work of the Kreminna City Council and the City Hall; exchange of experience, study of best European practices and development of practical skills for youth during a trip to the Polish city of Kluczbork; premises for 3 workplaces in the City Hall for youth were equipped; a microgrant competition for youth was held; the City Council website was modernised with e-governance elements.
