OVERHAUL OF THE OVRUCH CITY HOSPITAL PREMISES

Ovruch City Hospital employs 394 medical staff. One of the main tasks of the local authorities is to do everything possible to ensure that citizens receive effective treatment in comfortable conditions.
The project envisages comprehensive thermal sanitation: replacement of windows and roofs, insulation of the facade of the premises, overhaul of part of the roof of the catering unit of the hospital, and insulation of the basement. All of these measures save more than 25% of the funds spent on heating the buildings. But it is primarily about the comfort of patients.

ATTRACTIVENESSOVERHAUL OF THE OUTPATIENT CLINIC PREMISES

The exterior facade of the building of the Ovruch Primary Healthcare Centre does not comply with building standards for the design of healthcare facilities. Major repairs to the facade will solve the problem of increasing heating and air conditioning costs, reduce energy consumption and utility bills; avoid sudden changes in temperature, condensation on the walls or ceiling, which will prevent the appearance of mould, fungus and other pathogens. The overhaul will also help to reduce the harmful impact on the environment, which leads to a reduction in greenhouse gas emissions.

ATTRACTIVENESSOVERHAUL OF THE LYCEUM PREMISES

The school is attended by 863 pupils. The Lyceum No. 1 building complex to be thermally sanitised consists of 6 independent buildings.
The project envisages thermal sanitation (insulation) of buildings in accordance with the current DBN standards.
The project will reduce heat energy consumption, cut energy bills, create comfortable conditions for the participants of the educational process in the educational institution, bring sanitary and hygienic conditions in the building into line, and increase energy efficiency.

Реалізація проєкту вирішіть проблему зменшення рівня нераціональних витрат теплової енергії, збільшення температурного режиму в закладі, зменшення обсягів видатків бюджетних коштів за спожиті енергоносії, річна економія теплоенергії, забезпечення комфортних умов проведення навчального процесу.

ATTRACTIVENESSOVERHAUL OF SCHOOL CANTEEN PREMISES

Canteen has outdated equipment, it was not change from the school foundation (1954), repair works were many years ago. 549 pupils attend Ovruch lyceum No4 of Ovruch City Council and this requires efficient use of time to prepare healthy meals.
Solution to the problem is to modernise the kitchen equipment and repair the canteen and dishwashing facilities of the school canteen, replacing the ventilation system, which allows for sanitary and hygienic conditions, high-quality cooking and safe consumption at minimal cost.

ATTRACTIVENESS OVERHAUL OF THE CULTURAL CENTRE WITH REPLACEMENT OF EXTERNAL HEATING NETWORKS

The Kyrdany district includes the villages of Kyrdany, Dubovyi Hai, Korchivka with a population of 1587 people. The House of Culture is a cultural centre for local residents, hosting numerous concerts, fairs, master classes, and discussions of socially important issues.
During the rocket attack on the territory of the Ovruch community, the building of the Kyrdanivka Village House of Culture was damaged, 21 windows were damaged. The overhaul of the cultural centre will help to revive the values, traditions and ethnic culture of the Ukrainian people and will become the main place for leisure activities.

ATTRACTIVENESSRECONSTRUCTION OF A BARRACKS INTO A RESIDENTIAL BUILDING

According to the project, the reconstruction included building of 48 apartments. In 2021, 12 apartments were completed and put into operation. Due to lack of financial resources, the project was suspended.
The implementation of the above project will provide 126 internally displaced persons with housing.

RACIONAL GOVERNANCE OF THE LAND RESOURCES MECHANISM

    The city council maintains a list of land plots that are not provided for use and can be used for construction, and the existence of restrictions and encumbrances on land plots, urban planning conditions and restrictions are placed in the urban planning and state land cadastres.
    Written information on the availability of vacant land plots is provided upon request of individuals and legal entities.
    An investment passport of the community has been developed, which includes vacant land plots of communal property.

OVRUCH CITY COUNCIL IS INTERESTED IN THE INTERNATIONAL INVESTMENTS TO MANUFACTURING OF CONSTRUCTION MATERIALS

    Auctions are held to sell vacant land plots. Existing municipal property is offered for lease or purchase.
    There are large reserves of resources for the mining industry (quartzite, granite, pyrophyllite, clay, sand), and large areas of forest plantations.
    Moderate rates of local taxes and fees, minimum rental rates for land plots.
    The necessary infrastructure facilities, roads and utilities are being built.

IMPLEMENTETION OF STRATEGIC PROJECTS

CONSTRUCTION OF A STORAGE FACILITY WITH THE ORGANISATION OF THE ADJACENT TERRITORY AND ENGINEERING NETWORKS FOR THE INSTALLATION OF A PRE-SCHOOL BUILDING

The Estonian International Development Cooperation Centre is financing the construction of a modular kindergarten for 4 groups (160 children and 17 staff members).
The total cost of the construction of the preschool education institution is UAH 35,000,000, excluding the cost of the modules with the appropriate equipment and furniture.

The Estonian side financed the first stage of construction, which amounts to 25,000,000 thousand UAH, excluding the cost of modules and related equipment, which were delivered to the Ovruch City Council as humanitarian aid.

The Ovruch City Council has so far used 1540,128 thousand UAH from the local budget to connect external networks, prepare a land management project and perform engineering and geodetic works.

RECONSTRUCTION OF THE AMBULATORY CLINIC'S THIRD AND FOURTH FLOORS FOR HOUSING

It is planned to arrange 10 apartments for young medical staff.
The total cost of the works is 3,792 thousand UAH.

RECONSTRUCTION AND MODERNIZATION OF STREET LIGHTING

With financial support from the Nordic Environment Finance Corporation – NEFCO.
1,4 million UAH was allocated from the city budget, the NEFCO loan amounted to 5,9 million UAH, and the grant was 70.0 thousand EUR.

As a result of the project impementation, 106 streets (1,643 luminaires) were lit, of which approximately 20 streets were unlit. 868 light bulbs were before, for now there are 1729 . Electricity consumption was reduced by 50%.

DIRECTIONS OF LOCAL ECONOMIC DEVELOPMENT

MAIN DEVELOPMENT OBJECTIVES:

  • Information and advisory assistance to business entities, support for entrepreneurial initiatives and existing businesses.

RESOURCES AND MECHANISMS:

    Preparation and implementation of projects and programmes of economic development of community. Investment passport of the Ovruch Territorial Community has been developed.
    There is a programme to support entrepreneurship - non-repayable financial assistance for the development and implementation of solutions for starting and developing a business.
    Existing municipal property is offered for lease or purchase, which promotes the development of entrepreneurial activity, which in turn creates new jobs.
    In order to create a transparent and efficient public procurement system, the city council has implemented the ProZorro electronic public procurement system.
    Business entities can use the services of the administrative service center: administrative services for registering real estate and business, registering/de-registering a person's place of residence, issuing passports and permits.
    Land assets are available: a register of land plots is being maintained, urban planning documentation is being developed, and engineering communications are being installed.
